The IETF and the SIP

Someone sent me the following, clipped from an on-line group:

   "The objective of the group is to establish through discussion a set of
   services that should be supported through the Session Initiation Protocol
   (SIP), currently being worked on by the Internet Engineering Task Force
   (IETF), that will bring the advanced benefits of SIP to d/Deaf people
   internationally. A secondary objective is to ensure that existing
   communications technology used by d/Deaf people can either be supported in
   a SIP environment as a legacy technology or can be effectively replaced..."


Not being familiar with the work of the IETF or knowing what the heck the SIP
is, I'm looking for some help here.  Can anybody explain how the SIP is related
to deaf communications?
