TACSAT launch from Wallops Island.

Interesting, TACSAT 1 should have launched a looooong time ago on what 
should have been the first launch of SpaceX's Falcon 1.  Looks like it 
might be a while, since SpaceX is really monkeying around with it these 
days - look for a static firing in mid-January.
