Another rogue device on 144.390 MHz

There appears to be a faulty device on 144.390, the National APRS channel. 

It is transmitting clean carrier intermittently. It appears that it may be a
digi or fill-in station, but with an open circuit transmit audio path.

Strength in McLean VA is S9 or better. (Measured at a discone at 140feet AGL)

If it really is a digi, or well-located fill-in, experience when chasing rogue
carriers indicates that this could place the rogue device anywhere from Linden
to Laurel.

If you operate an APRS digi or fill-in, please check your equipment.
