I rode in a "no phone" carriage once in Italy, and the only difference between it and the other cars was that the phone users whispered "Pronto?" into their phones and had the ringers on vibrate.  It was, at least, a little bit quieter than the other cars...

This exists in Europe aboard high-speed (TGV) trains between England and 
the Continent, whereby some carriages are designated as "no phone" ones.
