Try AGWTracker.  It will handle an NMEA gps and is supposed to be able to send updates either directly over the internet or via an RF link for sending updates (which if you use AWGPE you can use a sound card and a vox equipped radio without needed a TNC).

my new lenovo notebook from the day job
has a gps inside. i've spent the last hour
looking for an aprs application that will let me post
my position to "findu" over the internet
(under windoze, alas) that reads from the
gps (assume NMEA 0183 data format).
