"cheap"??

uh, you should be keenly aware of the distance from raw cells to working panels

panels have non-trivial design and engineering challenges if you want them
to work day-in and day-out, in all kinds of weather, for years and years.
you can easily lose a very large fraction of a cell's real conversion efficiency
(as opposed to the theoretical efficiency you see thrown about) from the panel
packaging alone. that front glass is not just windowpane.
