For the definition of smart grid that includes dynamic reponse
control, what would be the build-out time and cost? Maintenance costs?
What are the failure modes? What is the control mechanism? Considering
the number of blinking '12:00' on vanishing VCRs causes concern that
the majority of the population will not be able to accomplish what
they set out to.

What is the impact on regional power grid interties and frequency
synchronization?

There are too many unknowns (at least to me) regarding user
interfaces, system costs, cost-benefit, and second-order technical
effects to sweepingly consider this a "good thing."
