The system described is a good way to see the electric field but is 
subject to drifting about.

A more stable design is a mechanically chopped sensor although a lot 
more work to build.  These are called a "field mill" and you can see 
many with a Google search.  A good web page on the construction of one is at

I would like to build one but have not gotten it on my list of things to 
do now.
