Your point is well taken, but
your math is terribly flawed.
Rational:  removing eight zeros does yield comprehendible numbers, but ...
You say " * Total budget cuts so far:    $3.85"
The correct statement would have been :
 "* Total budget cuts so far:  $385"
This is still a paltry number,
but it is 100 times better than you originally stated. ;-)
