Check Ebay for 50 ohm loads, typically 4 to 18 GHz rated loads should be available for maybe $10.  N connectors are probably best because you'll be connecting them to the wattmeter.  I see Narda 370BNM 2W loads DC-18 GHz for $9.90.  These are great.  It's always good to check loads on a network analyzer to confirm they are ok, but these things seem to hang in quite well.
