In days of old, the FCC wouldn't have even permitted the manufacture of 
these lamps.  Now with the "must accept any interference" or "may not 
cause interference" broad disclaimers, virtually anything passes as long 
as nobody complains.

Ultimately, I think GE should be held responsible.
