Not that I'm a defender of the ITU, but for once you
can't blame all of OSI on the ITU. What you *can* blame
on the ITU is the perversion of the original OSI design
(which was superior to IP) into the confused set of
contradictions in the final result.  There were 
a lot of smart people working on OSI who did get
a lot of things right, but lost the political battle
with the FonHedz. Big surprise there.
