The devil is in the details....

I notice that they only considered 720P "HDTV", not 1080i HDTV, and 
definitely not 1080P.  Presently, NBC and CBS use 1080i, while ABC, and Fox 
use 720P.  It all gets further messed up at your local cable company, where 
all bets are off.

They also imply that two physical channels of 720P HD can operate, but one 
of the caveats is a careful sharing method of "sharing the bits" (my words), 
as well as actual material.  If two basketball games are on the two 
channels, for example, this may be difficult to achieve.

PBS has been doing combinations of 720P HD and/or multiple SD channels for 
years.

I guess it all depends on what you are willing to accept.  People these days 
are starting to buy 4k TV sets, and as the quality of bits is reduced, they 
will see more and more artifacts.  With DVD, Blu-Ray, and other high-quality 
HD sources popping up, dropping the picture quality seems 
counter-productive.  But then again, how much resolution do you need for the 
cookie monster or soaps.  (Some might say how much resolution you need for 
Letterman or the Jimmy's as well!!).
