sounds like a job for An App(tm)

there's an RTTY app for iThingz that just listens
through the mic and you put it in earshot of the tweedles.

having a background process looking for the pilot tone
(which Apple will allow in certain cases) and then turn
it into a notification. all the weather apps do everything
but decoding the audio, downloading the alerts from the NWS directly.
