Chinese camera

Funny you should mention this, since just the other day, while trying to 
turn a Samsung camera I picked up at RadioShack into a backup camera, I 
found its internal PAL/NTSC setting. Although yours uses a different 
chipset, it looks like you also can use a pull-up or pull-down resistor 
to set NTSC or PAL mode. Google Images shows a lot of different camera 
boards using that chipset, and at least one had a resistor next to an 
unpopulated pair of pads with PAL / NTSC silkscreened next to it.
