AT&T to require FM chips be activated

Why would the manufacturer increase the BOM cost by including the FM radio receiving capability, and not "turn it on".  This sort of stupidity is usually the work of the specific carrier and the modifications they make to the software to prevent the use.  Who, exactly, is AT&T making this request to?
