Thanks to Dick Barth, the AMRAD website now includes a zip file of the 
comments filed to the FCC in reference to the July 2015 FCC NPRM, which 
includes potential LF/MF band allowance.  You can download the comments.zip 
file from the "FCC Info" tab, off the amrad.org main page:

The original NPRM is also included in the zip file.
