Does anyone know what this is?

All -
I've attached a .wav file of a transmission that I'm picking up at work - I'm receiving it on 162.075 MHz with my HDSDR setup using the FM demod setting.  It sounds digital, and has occasional longer bursts of data.  
It's not bothering me, I'm just curious if anyone knows what it is.
