  The FCC has never had a large enforcement staff. The organization 
mostly relies on amateur and public support for the rules plus self 
regulation - which seems to work reasonably well most of the time. I 
don't expect much change in that. Of course there have been enforcement 
failures in at least one segment. Just look at what the Citizen's band 
has become - but it still serves a useful purpose with interstate 
commerce carriers. I never travel far without it.
