"Hacking" the Dallas tornado siren network...

I saw a video from the Dallas whatever director.  It wasn't a computer hack.  Something to do with a very old RF link that someone got into.  Much different apparently than the roadside video boards the would say, "Trump is a Shapchanger" or such.

In Iowa I was in a town when they activated the "voice of god"
mode to give a message about shelters open. The announcement
seemed to be proceeded and followed by clipped DTMF tones.
I was wondering if they had a * up, # down DTMF PTT.
