You gotta wonder how much of that is going on in the spare space of 
computer rooms and communications sites.  I used to audit repeater sites 
and very occasionally a ham repeater or some commercial repeater would 
show up without a lease. With modern spaces being designed for future 
growth, this could be more common than expected. So don't ignore that 
computer tower in the corner, it may be doing more than collecting site 
alarms.
