It will be interesting to see
a) what kind of scientific journal publishes his paper, and
b) what the "peer reviewers" will want to say about his design.
Indeed, if his design were to work as claimed, I am looking forward for 
some convoluted explanations from representatives of the Maxwell's 
Equations Brigade  :-)
