you can insist they leave the copper in place.
you may have to raise a fuss, but if you push hard they will cave.
removing the copper is not a condition of service.
one way to make sure is have a business number on the copper.
note that you could get a business number for just a month or so
precisely for this purpose. or if you have DSL service, maintain that
service a month or so until after FIOS goes in as well. they have to leave
the copper alone for that.
but yes, they are trying very hard to make sure you never leave.
