soft Rock Exciter

Well, I wasn't the first to make a QSO with the little Soft Rock exciter,
but I think it's working.  I can get about 1/2 watt out on 40 meters into a
dummy load, the board set draws about 250ma in transmit.

The PowerSDR software is a pain to learn, that is my hold-up right now.  I
can get the unit to ID, then it sends constant dots and dashes.  Working on
the interface and software.

All in all, a cool thing.
