FCC INVITES "OPPOSITIONS" ON TWO "MORSE PROCEEDING" RECONSIDERATION, PETITIONS

OK, I see they "invite" oppositions.  Somehow this smells of a CYA for 
potential review transgressions during the original review.  Are they 
really going to consider changing their decision?

Somehow, an image of this man swinging at windmills comes to mind.  Lets 
see, his name was Don and his call escapes me.  I used to work him on 
the bottom end of 80 meter CW.  He had a nice fist.
