This sounds similiar to the alpha-delta shortened dipoles.  The
"iso-res" parts are simply inductors, and at one point I found
the corresponding article from QST on ARRL's website.  Have a
look at alpha-delta and see if it's the same.  If you like,
I can try to find the article again.
