US Air Force Tanker Acquisition Fiasco Is Difficult to Explain

Actually, it's not at all difficult to explain.  It was intended as a big slap in the face to Boeing after all the shenanigans perpetrated by Druyen et. al. during the last round.  What's difficult to explain is that they weren't resourceful enough to cover their tracks before the unavoidable protest resulted in the GAO getting involved.  They would have purchased the tankers from Embraer or Cessna had they been in the running! :-)
