well, they have issued an R&O. precisely how much
the FCC has worked out is the subject of considerable
debate over on Dave Farber's policy-oriented list.

as you suggest, this is merely the first full inning
where both sides have been at bat. this fight will
go the full 15 rounds or 3 falls, which ever comes first.
