OT: Electricity generation: "Net Billing" arrangements

The regulatory authority is planning on forcing the utility to take electricity
from qualified independent entities, specifically to encourage wind and solar
farming.
But, the consultative documents available online are archaic documents dating
from the days of fossil-fuel power plants, referring to 'spinning reserves', and
many other aspects of running a diesel or HFO power plant.
It has been stated that the settlement will be by 'net billing', and not 'net
metering'. So we are trying to determine in advance, what a reasonable ratio of
retail to wholesale prices will be announced.
There's an open meeting scheduled for March 30, at which the regulator and
utility will present more information to a public forum.

Is the local power company even required to take your electricity? in many
places in the US, there is no legal requirement for them
to pay you for it if they let you back-feed at all.
