I must say I'm surprised that they would not do even a cursory inspection of
the satellite to check the VHF/UHF antennas etc. before "tossing it out the
hatch".

Did I read correctly that this had been in storage since January of this
year on the ISS?

Well, I guess they've got another transponder in orbit to test one's
receiver and antenna setup.
