Yes, 150k does sound pretty high for a 240ft tower, which I assume is self-supporting.  If it were a 1,000ft+, guyed tower, that might not be out of line.

I don’t know where it is located, but if it needs to be scraped, that’s a whole ‘nother story.  It may need to be draped first, if the old paint is lead-based.  W*USA’s old tower in the middle of the old Broadcast House building needed to be scraped and repainted shortly after we moved out of the building.  The new owners did it, from what I remember.

We had one occasion around 1990(?) where we had to repaint the joint (W*USA/WJLA) 691ft tower.  Unfortunately, the painters did some work on a nice autumn morning when fog rolled in, and leeched the paint right off.  It hit several cars, including the General Manager’s Audi (which was his pride and joy).  Many auto paint jobs in the neighborhood.  To this day, you can walk around 40th & Brandywine St in upper NW DC and look down on the sidewalks to see white and red paint spots.

So, yes, insurance is required, and not just for tower climbing safety.

Given the quoted cost, I assume lead paint is involved.  Or, it being not only in Maryland, but the capital of that very Democratic state, there is some requirement to purchase face masks and anti-paint umbrellas for ALL state residents, no matter where they live.

Tower Companies that employ riggers have to pay insurance premiums, meet OSHA Safety Standards, insure the paint doesn't get on automobiles that are below and down wind while jumping through many other hoops.  If the paint gets on any cars they may end up having to pay for a new paint job.  They may also have to scrape the old paint off the tower, remove rust and prime the surface before applying the new paint.  $150,000 may sound a little expensibe but is probably not that outrageous when one adds the cost of paint and the equiptment needed to do the job to the previously mentioned.
