actually, the BS at the end of the announcement
makes it sound like they fundamentally do not believe
the physics and still think "something can be done"
and "it's the fault of the receivers".

"removing regulatory barriers" is apparently a euphemism 
for "serving Mother Nature with a court order by proxy".

i am truly stick and tired of the "lawyer mentality"
that "the law is whatever a judge says it is". That
may be true for juris imprudence, but Nature just doesn't
give a whizz, but they think *everything* can be "litigated".
