This is sounding more and more like a newer version of The Producers.

Step 1) Devise plan that is almost technically doable
Step 2) Get a boatload of investment money
Step 3) Tip-off world that their navigation might fail
Step 4) Get shut-down by Govt.
Step 5) Hire every friend you know to burn through the investment
money trying to "save" the company
