FCC soliciting comment on how and where wireless telecom services should be disrupted intentionally

After the Bay Area Rapid Transit folks pre-emptively shut off mobile phone service in anticipation of unrest, and without a Federal order, the FCC wants to hear opinions on the legality of that. They're asking who (localities?, Federal agencies?, etc.) should be able to, and when it is appropriate to, turn off things like mobile telephone service.
They seem primarily focused on the Commercial Mobile Radio Service. Given some of the work already done by folks on this list on rapidly-deployable communications platforms, I thought some of you might have opinions on this.
