GPS Signal disturbed prior to eaarthquake

Perhaps for the first time, a Japanese professor has observed a 
precursor to a major earthquake.  So many effort to predict earthquakes 
have failed.  See

Is this for real?  Can we make a simple modification to a GPS receiver 
to warn of an impending earthquake?  This could be a major discovery.
