Need help with Motorola Htx202

A bunch of us meet at about noonish at Tippy's Taco on Route 29 in Merrifield, VA.  Tippy's is about 3 or 4 blocks from the Merrifield Post Office.  I won't promise that we have answers for that specific radio, but a there is a lot of experience....

I received my tech license and am ready to use the Motorola Htx202 that I purchased.  When I tune through the frequencies, all I get is static.  Could it be a line of sight issue?
