FCC Seeks comment on latest LightSquared proposal

This is a band shared with Weather Balloon telemetry owned by NOAA
(National Oceanic and Atmospheric Administration) affectionately referred
to as Noaa's Ark.

I wonder how a "terrestrial" deployment at the frequency would work out?
