signal-of-opportunity positioning works for certain applications in 
certain places

(it's also how you find non-radar-reflective "steath" aircraft)

what it does *not* provide, however, is precision time and timing.
it's those signals that make the cell networks work, and stock transactions
happen in the correct order, and international backing and the like.

they also don't always propagate into buildings very well,
unless you like the prospect of commercial buildings having
to register the location of all their wifi APs so it can be used
for floor and room-accurate E911 service.

nothing like VLF (100KHz) running a megawatt or so to
come booming in unless you take serious measures to prevent it.
