the real purpose of such a transition is to move all voice
traffic from regulated service to unregulated services.
it also provides a way to destroy the in situ copper network
(paid for by the rate payers) so they cannot be forced to
share the copper plant like was done for a while during the 90s
before they managed to slow-roll the CLECs out of existence.

this is a scam of planetary scale
