Computer question about .dwf files

All,
A friend of mine is seeing the light about physical printing.

I know something about the printers but nearly nothing about the software.

Was asked a question that I can't answer.

"Where can I get a free cad program that will let me enlarge and 
otherwise play with .dwf files?"

Anybody know the answer to this.

Just for the record, this is not a 'how do I make a plastic gun' kind of question.
This guy has a legitimate industrial reason for asking.
