Hobbyist drone? Or what?

Saw recently a WaPo item mentioning the Washington Area Drone 
Association which, if Googled, leads to a bunch of people who fly the things
for the heck of it. And apparently it's legal if you're just curious 
about what's going on at a fire scene, at least according to the FAA 
info posted
earlier in this thread.
