W4CIA 147.210 Mhz

Hello All,
Does this repeater require a tone to bring it up? I have tried unsuccessfully to raise it from Manassas, VA with a 20 watt rig connected to an indoor j-pole. Could something be wrong with the repeater? If so, perhaps, we should check it out.

I don't think I can hit that repeater from Woodbridge. In general 2 meter traffic is way down. If there were more traffic I'd set up a beam.
