Please help decode this audio file!

The Ashton RCS 147.00 repeater has been hammered all day with what appears to be users on the 146.40 input using digital mode.

This does not appear to be P25 and may be D-Star.

Can anyone help with decoding the attached digital audio file so we can let these users know they are making the 147.00 repeater unusable?
