Please can anybody tell me...

Dear AMRADers

Can anybody tell me what the gizmo below is, please? I just found it while clearing out my workshop. I bought it (probably at Dayton sometime) only for the modestly large heatsink to which it is attached and have never examined it closely before. Some kind of dummy load, I'm guessing, but what's with the L-shaped PCB tracks? Microwave?

I'm certain that one or all of you will know what it is and be able to quell my ignorance.
