  I just read through this and haven't researched it.  Back in the dark ages when I was designing mirowave systems for
  a liviing, FSPL was given as 36.6 + 20 log D + 20 log f.  This paper gives a different value. I don't know why, since the
  physical constants haven't changed, and maybe some day I'll look into it.
