FCC Issues Report and Order which includes LF for Radio Amateurs

AMRAD members,

It was somewhat of a surprise that the FCC issued the Report and Order 
#ET Docket No. 15-99.

This is it and we can now use LF.

Now several of us will need to wrap up the pieces we have for the new LF 
handbook.

Also, LARG members might be interested so I have included them.
