Advice sought - isolation transformer inrush current limiting

Is that not more likely to occur in a power supply situation where it
might be attributed to inrush current as the filter capacitors are
charged? ... There appears to be no load, but in fact there is nearly a
short circuit load in the beginning when the filter capacitors
down-stream are flat.
