DSP-TDD's: A new AMRAD project?

I encountered 45 baud TDD terminals back in 1995 while working in the
paging business. I believe the paging company was required by law to
provide TDD service, otherwise those bandits wouldn't have given the
issue the time of day.

I'm surprised the TDD modes are not required in modems by US law.
Certainly if there are no PC modems for TDD, there ought to be. I looked
into this issue back in '95 and if I recall there were millions of
active TDD terminals.  The one I saw at the paging company ran 45 baud,
evidently a very popular TDD mode.
