You know, purchasing a geiger counter might not be a bad idea.  Over the past several years, I've purchased many Nixie and VFD tubes from Russia on E-Bay.  One recent batch came from the town of Chernigov, about 50 miles or so east of Chernobyl.  (Who knows what radioactive dust may have settled on these beautiful relics of lost display technology?)

Our current engagements in the world don't quite fit the example of any of your scenarios.
