You can certainly do what you describe with Wordpress, or Joomla for
that matter. Wordpress doesn't have to even look like a blog -- there
are lots of more conventional looking websites using Wordpress as a
back end.

If you expect a reasonably static site that you add to over time you
may be best served by building yourself a page template so everything
has a consistent look (and a chance to get some design help from
someone with a more artistic bent). Then start each new page with the
template and focus on the new content. A relatively small time
investment up front and your existing coffee cup tools may be the
quickest and easiest way to add content. It is the content that is
most important after all ...
